The City of Santa Monica seeks a qualified consulting firm to prepare a program‑level Environmental Impact Report (EIR) under CEQA for the Santa Monica Airport Conversion Project, a multi‑phase redevelopment of the 192‑acre former airport site slated for closure on December 31 2028. The consultant will develop the Initial Study, Notice of Preparation, conduct a public scoping meeting, prepare Draft and Final EIRs, and support related CEQA exemption analysis, tribal consultation, and numerous technical studies (air quality, noise, geology, cultural resources, etc.). The contract is a firm‑fixed‑price award for an initial one‑year term, with up to four one‑year renewal options, and the City aims to complete the Final EIR by June 2028.
• Prepare Initial Study, Project Description, and Notice of Preparation.
• Conduct public scoping meeting and prepare scoping materials.
• Produce Draft EIR covering at least ten environmental topics (air quality, noise, cultural resources, geology, GHG, etc.).
• Deliver Final EIR with mitigation monitoring plan and response to public comments.
• Provide CEQA exemption analysis for Proposition 4 funded portions, tribal consultation (AB 52), and attend up to 10 public meetings.
• Submit technical reports (transportation, air quality/GHG, health risk, geotechnical, noise, Phase II ESA, utility studies).
