The City of Ann Arbor is seeking a qualified consulting team to completely rewrite Chapter 55 of its Unified Development Code (UDC) and produce a new GIS‑based zoning map, while simultaneously delivering a Development Review Process Improvement Report. The effort will modernize the city’s zoning framework to align with the 2026 Comprehensive Plan‑2050, improve transparency and predictability of the permitting process, and provide engagement tools for the community. The work is split into two parallel initiatives: a 24‑ to 36‑month code rewrite with extensive stakeholder coordination and a 4‑ to 6‑month process‑improvement study delivering actionable recommendations. The consultant must attend multiple Planning Commission and City Council meetings, collaborate with the City Attorney for legal review, and deliver web‑ready, WCAG‑AA compliant documentation and GIS layers. • Rewrite Chapter 55 of the UDC, including a new zoning map (parcel‑by‑parcel GIS layers). • Produce a Development Review Process Improvement Report with recommendations, performance metrics, and community‑engagement designs. • Provide deliverables that are web‑hostable, accessible, and ready for adoption within a maximum 36‑month project window. • Attend at least 10 Planning Commission meetings (mixed virtual/in‑person) and 2 virtual City Council meetings; support public‑hearing logistics. • Coordinate with Planning Unit, Office of Economic Development, and City Attorney to ensure compliance with Michigan zoning statutes.
