Description

The County of Maui Department of Water Supply (DWS) seeks a qualified consulting firm to design, launch, administer, and report on a residential water‑conservation rebate program. The consultant will build an online application portal with GIS‑based tracking, manage the full rebate lifecycle (eligibility vetting, customer support, payment processing, 1099 reporting), administer incentive payments for a defined list of water‑saving products, provide staff training for program hand‑over, and deliver quarterly analytics and a final program summary. The contract is for a twelve‑month period starting after notice to proceed, with an estimated annual water‑saving target of 1‑3 million gallons. • Develop and maintain a mobile‑friendly rebate application site and internal ArcGIS dashboard. • End‑to‑end rebate administration: intake, eligibility verification, customer support, inventory and budget tracking, payment issuance, tax reporting. • Administer rebates for a catalog of approved fixtures, appliances, irrigation controls, pool covers, etc. • Create training materials, conduct hands‑on sessions, and transfer knowledge to DWS staff. • Produce quarterly reports, maintain dashboards, and deliver a final program performance report. • Provide a detailed cost breakdown (platform implementation fee, monthly service fee, reporting & analytics fee). • Must include at least one GIS specialist and one financial/program administrator on the team; local presence in Maui preferred.

Budget estimate

$500,000 – $1,500,000

The solicitation does not disclose a total contract value. Based on the described deliverables—custom GIS‑enabled web portal, full‑cycle rebate administration for an entire county, staffing (GIS specialist, financial administrator, program manager), training, and quarterly reporting—a comparable municipal rebate‑program contract typically ranges from $0.5 million to $1.5 million for a 12‑month term. The lower bound assumes a lean staffing model with minimal platform customization; the upper bound reflects extensive system integration, higher rebate transaction volumes, and comprehensive analytics.
