Lubrication Oils and Greases

The State of Minnesota is seeking proposals for the provision of standard and synthetic product lines of lubrication oils and greases for use by State agencies and Cooperative Purchasing Venture members, on an as-needed basis. The contract term is anticipated to be from June 1, 2026, through May 31, 2027, with the option to extend up to an additional four years. Responders must submit their proposals through the SWIFT Supplier Portal, and all responses must be received by May 11, 2026, at 3:00 PM CDT. The evaluation process will be conducted in three phases, and the State reserves the right to reject any and all responses, negotiate with the highest scoring responder, and award the contract to the best value. Some key points to consider for this opportunity include: • The contract will only be for oil and lube products, and does not include antifreeze, windshield washer fluid, ice melt products, etc. • The State desires open and fair competition, and any evidence of collusion among responders will be reported to the Minnesota Attorney General for investigation and appropriate action. • The State allows joint ventures among groups of responders, but one responder must submit a response on behalf of all the others in the group. • The State reserves the right to request additional information, conduct presentations, demonstrations, or submit samples, and to use estimated usage or scenarios for the purpose of conducting pricing evaluations.
