Description

Auburn University is seeking an environmental consulting firm to conduct periodic reviews for the Army Environmental Cleanup Program at two Army installations in Kentucky—Fort Knox and Fort Campbell. The contractor will be responsible for technical evaluations, data analysis, site inspections, stakeholder interviews, and the preparation of comprehensive review reports for each installation. The effort includes project management, monthly reporting, and a single on‑site inspection per installation, with a performance period from September 2026 through June 2027. • Scope: Provide periodic review services covering ~25 RCRA corrective‑action sites (10 at Fort Knox, 15 at Fort Campbell). • Deliverables: Draft and final review reports, project management plan, monthly progress reports, and associated GIS/maps and data packages. • Requirements: Must certify compliance with Alabama sales‑tax regulations, FAR debarment rules, and E‑Verify (or provide a statement if no Alabama presence). Must hold appropriate security clearances and obtain installation visitor badges. • Evaluation: 50 % price, 50 % past performance/technical capability; contract may be awarded in whole or in part.

Budget estimate

$150,000 – $300,000

Based on typical rates for environmental consulting firms conducting periodic reviews of multiple Army sites (approximately 25 locations) and assuming a 10‑month effort, the contract value is likely in the mid‑six‑figure range. Assuming an average daily rate of $1,200–$2,500 and a workload of 100–150 days, the estimate falls between $150,000 and $300,000, accounting for travel, reporting, and overhead costs.
