Stencil Ink Presolicitation

The General Services Administration (GSA) is anticipating issuing a solicitation for the procurement of ink, marking stencil, National Stock Number (NSN) 7510-00-888-8526, or equal. The item is a Type II, nonconductive, liquid stencil ink with an overall capacity of approximately 32 ounces, black in color, opaque, and suitable for use on nonporous surfaces. The ink must be heat, light, mildew, water, and salt resistant and furnished in accordance with applicable federal specifications. • The item must meet the salient characteristics of the commercial item description. • The quality of the product sold to the government shall be equal to or better than the quality of the product sold by the manufacturer in the commercial market. • The material shall be uniformly fabricated in accordance with good commercial practice, and free from cracks, cuts, holes, chafed spots, or other defects which impair its usefulness. • The material shall be free from dirt, contamination, mold release compounds, or other foreign matter. • Packaging, packing, marking, palletization, and delivery shall be in accordance with applicable commercial practices and federal standards.
