Description

The New Hampshire Department of Health and Human Services is seeking a qualified vendor to design, deliver, and manage a statewide professional‑development training program for the Alcohol and Other Drug (AOD) Continuum of Care and problem‑gambling‑prevention workforce. The effort must combine in‑person and e‑learning modalities, meet minimum annual training volumes, and support ongoing quality‑improvement, scholarship administration, and LMS reporting. The contract will be cost‑reimbursement, runs through June 30 2027 with possible extensions, and requires compliance with extensive federal and state regulations (HIPAA, indirect‑cost limits, accessibility, etc.). • Deliver ≥ 60 live trainings (in‑person + virtual) annually, plus webinars, learning‑module trainings, and maintain a library of ≥ 50 on‑demand webinars. • Provide a robust Learning Management System for registration, CE tracking, fee collection (pre‑approved), participant data, and scholarship administration. • Implement a quality‑improvement plan that gathers participant evaluations, conducts workforce‑needs surveys, and feeds results into continuous‑improvement and “train‑the‑trainer” activities. • Supply a dedicated Training Director, qualified staff, and a sustainability plan (including fee schedule) while adhering to a 15 % indirect‑cost ceiling and strict data‑security/HIPAA requirements.

Budget estimate

$500,000 – $2,000,000

No contract value is disclosed, but a state‑wide, multi‑year training program with 60+ live sessions, LMS development, and extensive reporting typically ranges from a few hundred thousand to low‑single‑digit millions. Assuming an average cost of $200,000 per fiscal year for staff, curriculum, LMS licensing, and fee‑recovery administration, the total award could be roughly $500,000‑$2,000,000 over the 14‑month base period (including potential extensions). Factors influencing the range include the fee schedule the vendor proposes, the number of participants, and the extent of supplementary services (e.g., scholarship administration, travel, venue costs).
