Concurrent Rewrite of the Zoning Ordinance and Subdivision and Land Development Ordinance (SALDO)

The City of Morgantown, West Virginia is seeking a qualified consultant for a concurrent rewrite of the City's Zoning Ordinance and Subdivision and Land Development Ordinance (SALDO) in support of the objectives and principles in the City's 2023 update to its comprehensive plan, Morgantown 2033. The selected consultant must possess an understanding of broader regulatory frameworks and have familiarity and/or the willingness to navigate similar State regulations and land use laws. The consultant must have knowledge of and/or experience working with similar Rust Belt communities and/or university towns. The scope of work includes the development of a new Zoning Text Ordinance and accompanying Zoning Map, as well as the development of a new SALDO. Key considerations include the establishment of new zoning districts, the creation of a Zoning Map that incorporates a contextual understanding of the community, and the incorporation of visual assists to streamline interpretations of complex provisions. • The consultant must have experience working with diverse populations and age groups to ensure robust public participation. • The consultant must have a demonstrated ability to be creative, yet practical in the development of planning-based solutions. • The consultant must have experience curating intentional, targeted, and innovative community engagement strategies. • The consultant must have knowledge of and/or experience working with similar Rust Belt communities and/or university towns. • The consultant must have a demonstrated ability to navigate similar State regulations and land use laws.
