Inbound Health Insurance for International Students and Scholars - 2026

Wayne State University is seeking a qualified insurance carrier (or carrier + TPA) to provide a hard‑waiver group accident & sickness health plan for its inbound international students, scholars, exchange visitors and eligible dependents. The vendor must supply worldwide PPO coverage with no referral requirement, include medical, pharmacy, vision and dental benefits, provide repatriation and evacuation coverage, and support both self‑service online enrollment and an administrative portal for the Office of International Students & Scholars (OISS). The contract is a three‑year Strategic Source Agreement (July 1 2026 – June 30 2029) with two optional one‑year extensions, guaranteed rates for the first two years, and a $25 per‑enrollee service fee payable to the university. The vendor must be licensed in Michigan, hold an A‑M Best rating of A‑ or better, furnish required insurance certificates, and comply with university policies (smoke‑free, FOIA, etc.). • Provide comprehensive health, dental, vision, pharmacy, repatriation and evacuation benefits for international students/scholars. • Deliver a secure admin portal for enrollment, reporting (semi‑annual loss statements, monthly usage reports) and automatic email notifications. • Maintain 24/7 toll‑free support, issue ID cards (online within 7 days, mailed within 14 days), and support both credit‑card self‑pay and university‑invoice billing. • Meet strict financial and compliance requirements (Michigan licensing, A‑M Best A‑+ rating, insurance minimums, audited financial statements, non‑collusion affidavit).
