Description

The City of Casper is seeking a qualified consulting firm to develop separate master plans for Washington Park and the multi‑site Fort Caspar Recreational Area. The scope includes stakeholder identification, community engagement (surveys and at least one public meeting per area), data analysis of existing studies, development of capital and maintenance plans, identification of funding mechanisms, and delivery of final master‑plan documents with public comment integration. The contract budget is capped at $170,000 and proposals must be submitted by September 8, 2026. • Prepare two distinct master‑plan reports (Washington Park & Fort Caspar Recreational Area) covering vision, land‑use, programming, capital needs, and sustainability strategies. • Conduct comprehensive public‑engagement activities: surveys, stakeholder meetings, and a minimum of one in‑person public meeting for each planning area. • Deliver a capital‑budget plan, maintenance forecast, and funding‑source recommendations; include GIS‑based analyses using data supplied by the City. • Submit three hard‑copy proposals (including a sealed budget envelope) and one electronic copy without the budget; adhere to a six‑page limit (with up to three 11×17 pages).

Budget estimate

$150,000 – $170,000

The RFP specifies a combined budget of $170,000 for the two master‑plan deliverables, which represents the maximum payment the City will award. Assuming a competitive but realistic bid, the firm can expect to earn between $150,000 and the full $170,000, depending on proposed staffing and cost efficiencies. Factors influencing the final amount include the firm’s cost structure, any optional value‑added services offered, and the City’s evaluation weighting (cost accounts for 25 % of the score).
