DHCD2018-02 Economic Prosperity Services Prequalification Request

The Massachusetts Department of Housing and Community Development (DHCD) is seeking to identify and pre-qualify service providers that provide employment and career development services, financial capability, and/or education and training services. The selected providers will have the opportunity to respond to scopes of work issued by DHCD and other eligible entities. The providers must offer one of the three services outlined in the RFQ: Career & Employment Development, Financial Capability, or Education & Training. The RFQ process will evaluate the providers' qualifications, experience, and capabilities to deliver these services. • The services provided must align with the outcomes listed in Section II of the RFQ. • The providers must have the capacity to deliver the services in-house, although partnering with other organizations is allowed. • The providers will be required to respond to scopes of work issued by DHCD and other eligible entities, but they are not guaranteed to be funded for any future programming. • The insurance requirements for the providers will be established at the time of each scope of work. • The providers must receive at least 51 points to qualify for the DHCD service provider list.
