Description

The United States Army Special Operations Command (USASOC) seeks a qualified small‑business contractor to completely refurbish one large and retrofit one small dual‑chamber medical waste incinerator at the Joint Special Operations Medical Training Center (JSOMTC), Fort Bragg, NC. The effort includes full project management, supply and installation of all mechanical, electrical, and control components, freight and crane services, commissioning, training of up to five government personnel, and warranty inspections at 3, 6, and 12 months post‑completion. The contract will be a single‑award Firm‑Fixed‑Price (FFP) order, 100 % set‑aside for small businesses, with a performance period of up to 48 weeks. • Refurbish one “large” incinerator (≥350 lb/hr) and retrofit one “small” incinerator (≥200 lb/hr) – both must retain original shells and stacks. • Provide PLC controllers, hydraulic loading doors, refractory‑lined stacks, burners, steel work, dumpers, and ram loaders. • Manage all logistics, including freight, site delivery, and crane services. • Conduct on‑site testing, commissioning, and training for government operators. • Deliver comprehensive manuals, warranties, and post‑install warranty inspections (3, 6, 12 months). • Comply with OSHA, USDA, IACUC, and all federal, state, and local environmental regulations. • Submit a technical capability narrative (≤5 pages) and a complete FFP price schedule via SAM.gov.

Budget estimate

$1,500,000 – $5,000,000

No contract value is disclosed in the solicitation. Based on typical costs for full rebuilds of large‑scale medical waste incinerators—including removal of existing components, supply and installation of new burners, PLC controls, hydraulic systems, refractory work, freight, crane services, commissioning, training, and multi‑year warranty inspections—a reasonable estimate ranges from roughly $1.5 million for a minimal‑scope retrofit to $5 million for a comprehensive rebuild with high‑specification components and extensive support. Factors influencing the final price include the condition of existing equipment, material costs, labor rates, travel and logistics to Fort Bragg, and the required warranty inspection schedule.
