Description

The City of Fresno is seeking experienced affordable‑housing developers to propose new construction or substantial rehabilitation projects that will deliver low‑income units within the city. The City will provide up to $8.25 million in combined HOME, CHDO, and PLHA funding as low‑interest loans or hard debt, contingent on the developer’s ability to secure senior financing and meet extensive development responsibilities (acquisition, entitlement, environmental compliance, construction, and post‑construction management). Applications must be submitted electronically by the deadline, and the City will rank proposals before forwarding recommendations for City Council approval. • Funding sources: up to $2.8 M (HOME), $0.4 M (CHDO), and $5.0 M (PLHA) per project. • Developer responsibilities: full‑service development—including site acquisition, permits, financing, construction, insurance, bonds, and tenant relocation if needed. • Evaluation criteria: 100‑point scoring system emphasizing budgeting, cash‑flow, financing feasibility (36 points) and proven track record of completing at least two similar projects (36 points). • Submission requirements: PDF application (subject line includes “2026‑2027 AHD NOFA”), detailed project description, schedule, underwriting package, and compliance attestations.
