Clouse Hill Reclamation Project

The State of Tennessee seeks a qualified contractor to perform comprehensive reclamation of 84.5 acres of abandoned strip‑mine land at the Clouse Hill site. Work includes mobilization, clearing and grubbing, earth‑moving, grading, rip‑rap placement, erosion‑control installations (filter fabric, silt‑retention barriers), pond dewatering and treatment, road restoration with limestone surfacing, and vegetation establishment. The contract is fixed‑price, 24 months in length, with a ceiling of $1.8 M and strict performance milestones (25 % by Day 82, 50 % by Day 165, 75 % by Day 247). Bidders must hold an active Tennessee contractor license, provide substantial performance and payment bonds, and meet extensive environmental, safety, and reporting requirements.
