The Iowa Department of Corrections is seeking a commercial‑off‑the‑shelf, cloud‑based Offender Management System (OMS) that will replace its legacy ICON platform. The solution must include software licensing, cloud hosting, implementation services, data migration, integration with existing state systems (including the Iowa Integrated Justice Bus and a new electronic health record), ongoing maintenance, support, and compliance with stringent security standards (CJIS, FedRAMP/NIST 800‑53 moderate, SOC 2 Type II) and accessibility requirements (Section 508/ADA).
