Light Rail Systems Asset Management Gap Assessment and Implementation Plan

The Regional Transportation District (RTD) is seeking a qualified firm with light rail systems engineering and asset management experience to evaluate RTD's light rail systems asset information against the framework in the Federal Transit Administration (FTA) Transit Asset Management Systems Handbook (Guidance) and create a set of actionable recommendations for achieving conformance to the Guidance. The selected firm will be required to provide two deliverables: a gap assessment and a plan to achieve compliance to the Guidance. The firm will need to describe their gap assessment methodology and how they will develop the plan to achieve asset information that conforms to the Guidance. • The scope of work includes evaluating the present state of information compared to the FTA Guidance and creating a set of actionable recommendations for achieving conformance to the Guidance. • The selected firm will need to provide a description of the gap assessment methodology, including the types of records and physical access that may be necessary to conduct the assessment. • The firm will also need to provide a description of how they will develop the plan to achieve asset information that conforms to the Guidance. • The proposal shall include a description of the firm's qualifications and experience, a summary description of the firm's financial condition, and a description of the firm's approach to working with RTD staff and consultants. • The proposal shall also include the names and positions of all staff proposed, an organization chart, and a summary of the qualifications, experience, and assigned duties for each key staff member.
