Request for Proposals for Higher Education Study Consultant

The Higher Education Coordinating Commission (HECC) is seeking a consultant to conduct a study of the condition of Oregon's post-secondary education system and develop detailed recommendations for the design, implementation, and operation of a viable and superior institutional framework. The study should evaluate the distinct objectives and missions of each category of post-secondary education institution, including community colleges, public universities, and regional universities, and identify opportunities for collaboration, restructuring, or integration in the post-secondary education system. The consultant will be expected to engage with interested parties, including faculty, staff, students, and other public institution partners, and provide regular updates and feedback opportunities. The scope of work includes six tasks: a kick-off meeting and memorandum, communications support, project leadership briefings, a preliminary report, a final report, and a final presentation. * The study should evaluate the distinct objectives and missions of each category of post-secondary education institution. * The study should identify opportunities for collaboration, restructuring, or integration in the post-secondary education system. * The consultant should engage with interested parties and provide regular updates and feedback opportunities. * The consultant should develop a comprehensive report that includes an executive summary and supporting technical appendices. * The consultant should provide a final presentation to HECC staff and the project leadership team.
