Description

The Space Systems Command (SSC) is seeking industry responses to a Request for Information (RFI) for the demilitarization of Minuteman II Intercontinental Ballistic Missiles (ICBM) SR-19 and M55 motors. The contractor will need to demilitarize removed components in accordance with Defense Logistics Agency requirements. The expected period of performance of the contract is five years with a possible option to extend for an additional five years. The contractor will need to provide a Statement of Capabilities (SOC) that includes their company's capability to perform a contract of this complexity, their existing methodology for demilitarizing M55 and SR-19 solid-fuel rocket motors, and their maximum annual capacity for M55 and SR-19 motor demilitarization. • The Government estimates a minimum of 12 motors annually will require demilitarization with a maximum of 48 motors annually until completion. • The contractor will need to receive and store MMII motors and components, validate motor breakdown and rubble processing, and ensure all waste streams adhere to local and federal standards. • The contractor will need to provide coordination/booking for the transportation conveyance as part of the contract if RSLP provides the Rocket Motor Semi-Trailers (RMS) to haul the motors from Camp Navajo, Arizona to their facility. • The contractor will need to submit a narrative to answer questions about their company's capability, experience, and approach to demilitarizing M55 and SR-19 motors.

Budget estimate

$30,000,000 – $240,000,000

The budget for this contract can be estimated based on the number of motors that need to be demilitarized and the complexity of the work involved. The Government estimates a minimum of 12 motors annually will require demilitarization with a maximum of 48 motors annually until completion. Assuming an average annual cost of $500,000 to $1,000,000 per motor, the total budget for the 5-year contract period could be in the range of $30 million to $240 million, depending on the actual number of motors demilitarized and the complexity of the work. The budget could be higher if the contract is extended for an additional 5 years. The factors that may influence the likely payment range include the contractor's experience and capability, the efficiency of their demilitarization process, and the cost of materials and labor.
