EOC and Safe Room Design

This RFQ seeks a qualified engineering/architecture firm to provide full‑service design, engineering, and related consulting for a new multi‑story building that will house a 1,000‑person tornado safe room, an Emergency Operations Center (EOC), and office space for county agencies in Warren County, Kentucky. The selected consultant will be responsible for site surveys, civil/structural/MEP design, production of construction documents, cost estimating, permit acquisition, and potentially construction‑management services, all to be completed before the grant deadline of June 10 2026. • Design must comply with FEMA P‑361 (April 2021, Fourth Edition) for safe‑room standards. • Deliverables include full construction plans, bid packages, updated cost estimates, and a revised project schedule. • The firm must provide required insurance (CGL, Workers’ Compensation, Professional Liability) and may need to furnish bid/performance bonds. • Submission deadline is July 18 2025, 10:00 a.m. CT; no extensions are permitted.
