Description

The City of Indianapolis is seeking a vendor to deliver GIS‑related services for its 2026 Pedestrian Network Program, including handling scanned OCR data, accessing the municipal GIS database, and performing ad‑hoc storm‑water drainage repairs where damage exists. The selected contractor will work closely with the City’s GIS team but will not be granted login credentials to the underlying data repository. • Provide GIS consulting and data‑processing services using City‑provided GIS staff and data sets (no direct login rights). • Manipulate and analyze scanned OCR‑derived documents and integrate them into the existing GIS database. • Conduct case‑by‑case repairs to existing storm‑water drainage infrastructure only where damage is identified. • Deliver all work within the statutory submission window ending 21 Aug 2026; questions must be submitted by 5 Aug 2026. • All answers to vendor questions are binding and supersede any prior oral statements.

Budget estimate

$250,000 – $750,000

No budget is disclosed, but comparable municipal GIS projects that include data integration and limited infrastructure repairs typically range from a few hundred thousand to under a million dollars. Assuming a modest scope—primarily data processing, GIS consulting, and occasional on‑site repairs—the contract could be valued roughly between $250,000 and $750,000. Factors influencing the final amount include the volume of OCR data to be processed, the number of storm‑water repair sites, and any ancillary consulting hours required.
