LEPC Plan Update and Exercise Contractual Support

The Mid-America Regional Council (MARC) - Kansas City Regional Purchasing Cooperative is seeking a contractor to support the Mid America Local Emergency Planning Committee by updating the regional LEPC hazardous materials plan and designing, conducting, and evaluating a complex, HSEEP-compliant functional exercise. The selected contractor will review and prioritize updates to existing plan data, ensure compliance with federal and state requirements, reduce redundancy while preserving jurisdiction-specific content, and coordinate all revisions with the LEPC planning committee. The contractor will also review prior exercise after-action materials, develop comprehensive exercise documentation and support materials, facilitate a multi-day functional hazardous materials transportation exercise with multiple concurrent activities, and produce an actionable after-action report and improvement plan to guide future preparedness and response efforts.
