Operational Support Contracted Services (Opening #6)

Education Service Center (ESC) Region 13 is issuing a continuous, multiple‑award Request for Proposal to pre‑qualify vendors for a broad suite of operational support services across its campuses and affiliated schools. The solicitation does not guarantee any minimum order volume; awards will be made on an incremental basis as needs arise. Vendors may submit proposals now through the final deadline of 29 June 2027, with the first opening (Opening #6) closing on 13 Oct 2026. The scope includes, but is not limited to, the following service categories: • Access control and security video system maintenance • HVAC (air‑conditioning and heating) repair and preventive maintenance • Commercial ceiling‑tile, door, and flooring repair • Kitchen equipment, refrigeration, and grease‑trap maintenance • Custodial equipment and general custodial services • Electrical, lighting, and fire‑alarm system services • Elevator inspection, maintenance, and repair • Emergency mitigation, flood‑control, and irrigation services • Landscape, tree‑trimming, and parking‑lot maintenance • Plumbing, lock‑smith, and fence repair • Fleet and vehicle body repair, equipment rentals, and specialty printing • Waste‑management and pest‑control services Vendors must hold all required Texas licenses, carry appropriate insurance, and provide proof of certifications. Proposals must include pricing (Excel or searchable PDF), insurance certificates, and any required licenses. The contract will be funded by state and possibly federal appropriations; compliance with 2 CFR 200 and related federal regulations is required.
