The North Carolina Department of Public Safety – Emergency Management is soliciting qualified design‑builder firms to provide full‑service residential elevation for properties in Carteret County under the Hazard Mitigation Grant Program. The prime contractor will manage design, permitting, construction, inspections, and final certification (elevation certificates, occupancy permits) for each home, ensuring compliance with local, state, and federal flood‑mitigation requirements. The contract is initially for up to 12 months with optional one‑year renewals, and requires two separate electronic submissions (qualification package and proposal package) through the state e‑Procurement portal.
