2025 RFP - New Jersey Child Assault Prevention Training / Technical Assistance Program

The State of New Jersey Department of Children and Families is seeking a contractor to deliver the New Jersey Child Assault Prevention (NJCAP) train‑the‑trainer program and ongoing technical assistance statewide. The awardee will certify and recertify NJ4S hub trainers, provide fidelity monitoring, manage data collection, and support CAPA events across all 15 NJ4S hubs. The effort is a six‑month initial contract (Jan 1 2026 – Jun 30 2026) with a possible FY 2027 renewal, funded at $184,238 total. • Hire/maintain two qualified Master Trainers (minimum $100k annual salary each) and one administrative support staff. • Deliver the full NJCAP certification sequence (3‑day training, rehearsal, review, classroom observations) and recertify facilitators every three years. • Provide statewide technical assistance, quarterly reporting, bi‑annual facilitator meetings, annual SCR review training, and support at least one CAPA event per hub. • Develop/maintain data‑tracking tools (non‑Salesforce), collect pre/post knowledge assessments, and submit required Reports of Expenditures and performance metrics on a quarterly basis.
