The New Jersey Department of Children and Families (DCF) is establishing a Qualified Technical Assistance Provider (QTAP) pool to supply supplemental technical assistance—such as workshop facilitation, coaching, continuous quality improvement (CQI), and trauma‑informed, culturally responsive training—to DCF‑funded service providers across the state. Vendors will not receive a direct contract or funding from this RFQ; instead, qualified vendors will be listed on a three‑year QTAP roster that service providers may contract with on a project‑by‑project basis. The solicitation requires a narrative response to 19 questions, supporting documentation (work samples, policies, letters of support, SAM registration, debarment certifications, etc.), and a signed Statement of Acceptance. No budget is disclosed, and the volume of future work is uncertain.
• Provide workshop facilitation, coaching, CQI, and trauma‑informed training to DCF‑contracted programs (Family Success Centers, Kinship Navigator, School‑Based Youth Services, etc.).
• Deliver services in‑person, virtual, or blended formats, targeting program leadership, supervisors, direct‑service staff, and administrative personnel.
• Must demonstrate good standing on all federal/state contracts, hold required licenses, submit SAM printout, debarment certifications, trauma‑informed policies, and three letters of support.
