The State of Hawaii Judiciary is seeking a qualified provider to deliver a comprehensive, evidence‑based continuum of adult substance‑abuse treatment services for court‑ordered offenders in the Fifth Circuit (Kauai). The contract covers assessment, education, motivational enhancement, and multiple treatment modalities (outpatient, intensive outpatient, day, residential, and therapeutic living) over a two‑year period (July 1 2027 – June 30 2029). Proposals must be submitted electronically via HIePRO by November 12 2026, with a mandatory 0.75 % transaction fee (capped at $5,000). Attendance at the virtual orientation on October 23 2026 is optional. Vendors must demonstrate compliance with Hawaii tax, labor, and licensing requirements and provide all required certifications.
