MetaMetrics Sole‑Source Professional Services Contract for Lexile Reading and Quantile Mathematics Measures

This contract is a sole‑source professional services agreement whereby the New Mexico Public Education Department, through the Region 9 Education Cooperative, will obtain Lexile reading and Quantile mathematics assessment measures for grades 3‑8 and high school for the 2025/26 and 2026/27 school years, along with related implementation support and a comparability research study. MetaMetrics, Inc. will provide the proprietary licensing, data, and consulting services required to integrate these measures into the state’s NM‑MSSA assessments, and will deliver research linking the state’s results to national benchmarks. • Licensing of Lexile® reading and Quantile® mathematics frameworks for K‑12 assessments (grades 3‑8, high school). • Implementation support services at no additional cost, including toolkits, communications materials, and professional‑learning modules. • A research study to produce comparability analyses linking New Mexico student outcomes to the proprietary Lexile/Quantile scales. • Contract value of $400,000 for a 12‑month period (July 1 2026 – June 30 2027). • Sole‑source justification based on MetaMetrics’ exclusive ownership of the frameworks.
