The Department of Homeland Security’s Office of Biometric Identity Management is seeking industry input on providing multimodal biometric examination, identity‑management, and data‑quality services to support its central biometric repository (IDENT/HART). This market‑research RFI asks respondents to submit a capability statement describing experience, staffing, technical expertise, and proposed approaches for biometric examiners, 24/7 support, data analysis, and Microsoft Power Platform development. The effort will support the Biometric Support Center (BSC) and the Biometric Accuracy Analysis Team (BAAT) and may lead to a future task‑order contract.
• Provide multimodal biometric examiner services (fingerprint, latent print, face, iris) and identity‑management for a repository of >300 million records.
• Deliver biometric accuracy testing, statistical cohort creation, root‑cause analysis, and data‑quality reporting using tools such as Python, R, SQL, AWS GovCloud, and Red Hat.
• Design, develop, and maintain Microsoft Power Platform applications, dashboards, and automated reporting for KPI monitoring, with 24 × 7 coverage for BSC‑West (San Diego) and core‑hour support for BSC‑East (Virginia).
