This contract provides courier and messenger services for the Southeast Louisiana Veterans Health Care System (SLVHCS), transporting laboratory specimens, medical supplies, and instruments between the main VA hospital in New Orleans and five community‑based outpatient clinics in Louisiana. The work is performed under a 100 % Service‑Disabled Veteran‑Owned Small Business set‑aside, using a firm‑fixed‑price IDIQ with daily rates. The awardee, All American Express Solutions LLC, will deliver on‑time pickups and deliveries, maintain required temperature controls for specimens, and be available for emergency “hot‑shot” requests. • Daily pickup and delivery of labs, dirty/clean instruments, and supplies across multiple VA sites. • 24/7 on‑call “hot‑shot” capability for urgent medical deliveries. • Compliance with VA security, HIPAA, and OSHA/HazMat requirements; all equipment (totes, coolers) provided by the VA.
