Description
The 2017 Substance Use Navigator RFP, issued by the New Jersey Department of Children and Families, funds a full‑time, non‑clinical “navigator” in each of 15 statewide service areas to coordinate substance‑use services for youth and families. Each award is a $100 K lump‑sum covering salary, fringe, mileage, office space, equipment, and allowable administrative costs; no start‑up or capital expenses are permitted. Navigators must attend a mandatory bidders’ conference, be operational within 60 days of award, and conduct community and agency needs assessments, provide technical assistance, attend monthly peer‑learning meetings, and report on eight defined outcome metrics. The contract is a one‑year agreement with the possibility of annual renewal subject to appropriations. Fifteen separate entities received awards, each tied to a specific county or multi‑county region.
