This contract calls for a vendor to perform a comprehensive dependent‑eligibility audit of Cuyahoga County employee health‑benefit plans and to provide related communication, support, and reporting services. The County seeks verification that each dependent meets eligibility rules, a call‑center/online portal for employee inquiries, secure handling and transmission of records, and final audit reports with recommendations. Evaluation will be based equally on understanding, methodology, project management, qualifications, and pricing, with the possibility of negotiating the “lowest‑best‑and‑most‑advantageous” proposal.
• Verify eligibility of ~7,079 dependents for the county’s medical plan and flag ineligible cases.
• Provide communications templates, a call‑center (or portal) and secure data storage/transmission for employees during open enrollment, qualifying‑event changes, and new‑hire processing.
• Deliver audit results, recommendations, and maintain compliance with extensive insurance (workers’ comp, CGL, cyber‑risk, professional liability) and security requirements throughout a 3‑year‑plus term (Jan 2022‑Apr 2025).
