RFP 6916 Environmental Laboratory Services

Johnson City, Tennessee’s Water & Sewer Department is procuring a five‑year environmental laboratory services contract to support wastewater treatment plants, water treatment plants, industrial pretreatment, and storm‑water monitoring. The selected laboratory must perform at least 51 % of the analyses in‑house, be located within 300 miles of the city, and provide rapid turnaround (24‑hour violation notices, 14‑day DMRQA results). Required services include metals, nutrients, organics, PFAS, VOCs, toxicity testing, and numerous specialty analyses across dozens of sampling locations, with detailed sample‑count requirements and strict reporting formats. Pricing must be submitted on a unit‑price basis for every listed analyte and remain firm for the contract term, while the City retains the right to rebid after any one‑year period.
