Electric Cost of Service and Rate Study

The City of Columbia, Missouri is seeking a qualified consultant to conduct a comprehensive electric utility cost‑of‑service and rate design study. The effort will cover a ten‑year revenue‑sufficiency analysis, rate‑class cost allocation, equity and affordability assessments, evaluation of existing programs, development of a reusable Excel‑based cost‑of‑service model, and public outreach workshops. Deliverables include a draft and final PDF report, an ADA‑accessible Excel model, and multiple presentations to the Water & Light Advisory Board, City Council, and other stakeholders. The contract is for a one‑year period with a target completion date of March 2027. • Perform revenue requirement and cost‑of‑service analysis for a 10‑year horizon. • Evaluate current rate structures, propose equity‑focused redesigns (including TOU, demand charges). • Review and benchmark fees, master‑meter policy, and potential new revenue streams. • Develop an Excel model that City staff can update for scenario analysis. • Conduct in‑person public workshops and deliver draft/final reports and presentations. • Provide training to City staff on the model and methodology.
