Description
The United States Air Force is seeking a prime contractor to provide comprehensive Base Operating Support (BOS) services for its installations in Turkey. This IDIQ contract will cover civil‑engineering, logistics, facilities management, housing, environmental compliance, security escorts, and management of a union‑represented Turkish workforce. The effort is scheduled to commence after a 90‑day phase‑in period and may run up to five years with options for extensions. The award will be a Cost‑Plus‑Fixed‑Fee (CPFF) contract with multiple CLINs for labor, materials, travel, and reimbursable services. The contractor must demonstrate OCONUS experience, capability to manage a unionized labor force, and provide a secure FedRAMP‑Moderate cloud‑based data dashboard.
• Provide full‑scope BOS services across six U.S. Air Force sites in Turkey (Incirlik, Çiğli, Ankara, USMILGP‑T, HQ NATO LANDCOM, Istanbul).
• Manage >200 union‑represented local‑national employees under the Türk Harb‑İş Collective Labor Agreement.
• Deliver integrated data management dashboards, comply with Turkish labor law, and meet stringent security (FedRAMP‑Moderate / DoW IL‑5) requirements.
• Must submit a technical proposal with detailed staffing, phase‑in, training, and innovation plans, plus a cost proposal using an unlocked Excel model.
• Proposal deadline is 5 Oct 2026; contract period up to 5 years with possible 6‑month extension.
