The City of Wilmington seeks a comprehensive, vendor‑owned parking‑management and enforcement solution for its five downtown garages and three surface lots (approximately 2,618 parking spaces). The award will cover design, supply, installation, integration, and ongoing support of license‑plate‑recognition cameras, occupancy sensors, LED signage, software platforms, mobile‑payment integration, and optional boot‑immobilization services. The solution must interoperate with the city’s existing TIBA PARCS, IPS citation system, and multiple payment providers, and deliver a 30‑day continuous User Acceptance Test after installation.
