PA-745-262-001 New Barrack and Garage with Historic Barrack Renovation at Waterloo Compound

The Maryland Department of General Services is seeking a contractor to design and renovate the historic barrack and construct a new barrack and garage at the Waterloo Compound. The project includes the design and renovation of the existing historic barrack, design and construction of a new barrack, design and construction of a new parking lot, and demolition of the existing barrack. The selected contractor will provide complete architectural and engineering services, including site work, site utilities, geotechnical and environmental investigations, and preparation of complete construction bid documents. The contractor will also support the procurement and construction phases, including participation in the bidding process and provision of construction phase services. • The project location is at the Waterloo Compound, 7777 Washington Blvd, Jessup, MD 20794. • The contract type is Firm Fixed Prices. • The contract duration is 8 years. • The MBE subcontracting goal is 20%, and the VSBE subcontracting goal is 5%. • The project requires compliance with Executive Order 01.01.2024, which includes coordination, analysis, and documentation related to Project Labor Agreements (PLA), apprenticeship programs, and community hiring requirements.
