Leadership Development Program Services

The U.S. Army Corps of Engineers Kansas City District is seeking vendors to design, deliver, and evaluate a part‑time, year‑long Leadership Development Program (LDP) for up to 12 mid‑career engineers and staff. The effort includes curriculum development, classroom instruction, diagnostic assessments, individual coaching, multiple retreats, and ongoing program administration under a base‑year contract with up to four optional extensions. The contractor must supply a qualified Program Facilitator (and backup), manage speakers, provide learning materials, and produce interim and final evaluations, while adhering to strict scheduling limits and reporting requirements. • Provide a Contract Program Facilitator to plan, execute, and administer the LDP. • Deliver ≥ 80 hours of graduate‑level classroom training across ≥ 10 sessions with at least 8 distinct speakers. • Conduct diagnostic assessments, individual development plans, counseling sessions, and quarterly reflective essays. • Manage orientation, graduation ceremony, year‑end retreat, and one‑day Fort Leonard Wood retreat, plus up to 16 hours/year of unscheduled meetings. • Submit monthly invoices and required interim/final written evaluations.
