Description

The Iowa Department of Revenue is seeking a vendor to manufacture, securely package, and deliver cigarette tax stamps with advanced anti‑counterfeiting features, provide forensic evaluation of returned stamp packs, and perform secure destruction of damaged or obsolete stamps with proper documentation. The contract is non‑exclusive, runs for one year with possible annual renewals up to five years, and includes optional services for visual design changes. Budget estimate

$500,000 – $2,000,000

No explicit budget is disclosed, but given the need for high‑security printing, forensic testing, secure destruction, and possible multi‑year renewals, a state‑level tax‑stamp contract typically ranges from several hundred thousand to a few million dollars. A reasonable estimate would be between $0.5 million and $2 million for the initial 12‑month term, depending on quantity, security features, and optional services.
