Negotiation Services

The City of Cincinnati’s Law Department Real Estate/Property Management Division is seeking a contractor to provide professional negotiation services for real‑property acquisitions. The contractor will negotiate compensation, prepare legal instruments, assemble billing packages, and coordinate with the City’s Real Estate Division in accordance with federal, state, and ODOT regulations. The agreement is a non‑exclusive master services contract with a maximum ceiling of $500,000 and an initial three‑year term, with two optional one‑year extensions. • Perform acquisition negotiations, including preparation of ODOT Forms RE‑68 and RE‑66, and obtain required owner documentation (e.g., IRS Form W‑9). • Draft deeds, easements, contracts, and other legal documents; handle administrative settlements up to $500 per parcel. • Assemble and submit complete billing packages per a detailed 22‑item checklist; report monthly subcontractor payments and retain records for three years. • Provide testimony or consultation to the City Solicitor as needed; maintain required insurance coverage and name the City as additional insured.
