The Commonwealth of Kentucky (KYTC) is seeking a qualified vendor to design, fabricate, integrate, test, and deliver a single custom Mobile Operations Command Center (MOC) trailer. The trailer must meet FEMA Type 3 or higher specifications, include three dedicated workstations, a conference area with slide‑out, dual‑monitor workstations, networking (wired CAT6, Wi‑Fi, Starlink/FirstNet), a 55‑inch smart board, multiple televisions, HVAC, a diesel generator (≥8 kW), lithium‑ion battery backup, extensive interior/exterior lighting, awnings, and a range of built‑in equipment (printer, refrigerator, microwave, etc.). The contractor must provide detailed design drawings, adhere to a phased milestone schedule (pre‑design, pre‑build inspection, pre‑delivery testing, final delivery), and submit both technical and cost proposals electronically. The unit must be delivered no later than June 15 2027, with performance warranties and optional oral presentations.
• Deliver one fully integrated, ready‑to‑operate mobile command trailer (≈32‑35 ft long, 102 in wide, 13 ft 6 in high).
• Provide complete engineering, fabrication, assembly, testing, and documentation.
• Meet all electrical, mechanical, networking, HVAC, and safety requirements outlined in the SOW.
• Submit technical proposal (business structure, experience, timeline, warranty) and separate cost proposal via eProcurement.
• Follow milestone payments: 10% after design approval, 20% after pre‑build inspection, 30% after pre‑delivery testing, balance on final acceptance.
