Description
This solicitation calls for the complete installation of residential on‑site wastewater treatment systems (OWTS) for the Tohatchi Chapter of the Navajo Nation. The contractor must assess each site, remove or crush abandoned septic systems, conduct soil testing, obtain all required permits, design and construct the new OWTS, and provide operation & maintenance manuals to homeowners. The work must be finished by 31 December 2026 and complies with Navajo Nation environmental, labor, and preference regulations.
• Scope includes site evaluation, engineering design (PE‑stamped), permit acquisition, excavation, installation of tanks, risers, drainfields, and final inspection/reporting.
• Mandatory deliverables: sealed cost proposal, technical proposal, numerous certifications (debarring, non‑collusion, IRS W‑9, subcontractor responsibility), and insurance/bond documentation.
• Evaluation weighted on experience (20 %), methodology (10 %), cost (30 %), licensing/insurance/safety (20 %).
• Bid guarantee of 10 % required for contracts > $50,000; performance bond up to 100 % of contract amount.
