Statewide Telehealth Strategic Planning and Implementation Roadmap

The State of North Dakota seeks a consulting firm to develop a comprehensive statewide telehealth strategic plan and implementation roadmap. The effort is limited to planning services only—no hardware or software acquisition, installation, or operation is permitted. The consultant will conduct stakeholder engagement, assess current telehealth assets and gaps, define delivery models and technical requirements, establish governance and reimbursement frameworks, and produce a phased implementation roadmap with cost estimates and sustainability analysis. • Deliver a detailed work plan, stakeholder‑engagement, and data‑collection strategy. • Perform a current‑state inventory, needs assessment, and priority use‑case identification. • Design delivery models, workflow diagrams, and technical specifications (connectivity, interoperability, security). • Create governance structures, reimbursement strategies, and a financial sustainability model. • Compile a consolidated strategic plan and phased implementation roadmap, including risk mitigation and multiple sequencing options.
