The Department of Veterans Affairs (VA) is seeking industry feedback on a draft Statement of Objectives for Health Care Actuarial Support Services. The effort will provide actuarial modeling and forecasting for Veteran enrollment, health‑care utilization, and associated costs over a 21‑year horizon to support budget, strategic, capital, and workforce planning. Respondents must submit a capability statement, business size/type, alternate NAICS/PSC codes, and answers to vendor questions by the deadline. The contract will be a 12‑month base period with up to four additional 12‑month option years, requiring 35‑40 k consulting hours annually, surge capacity, and occasional on‑site support in Washington, D.C.
• Provide actuarial projections of enrollment, utilization, and cost for VHA (including CHAMPVA, PCAFC, RCS, etc.)
• Deliver ~1,000 annual deliverables and multiple scenario analyses
• Maintain, validate, and annually update the Enrollee Health Care Projection Model (EHCPM)
• Produce training, briefing materials, and transparency tools for VA staff and stakeholders
• Supply consulting hours (35‑40 k per year) with surge support (1.5‑3.5 k hrs/month) and 6 on‑site trips/year
• Required personnel: senior actuaries (FSA) and staff with ASA, SAS, SQL, project‑management expertise.
