The VA is conducting market research for a nationwide Blanket Purchase Agreement (BPA) that will provide comprehensive legal assistance, alternate dispute resolution (ADR), court reporting, transcription, translation, real‑time reporting, and related training services to support the Department’s Office of General Counsel and regional offices. The BPA will be structured as Firm‑Fixed‑Price or Labor‑Hour orders, with a 12‑month base period and up to four optional 12‑month extensions. Orders may be placed on an as‑needed basis across all U.S. states and territories, requiring rapid response (24‑48 hr notice) and the ability to provide services both on‑site and remotely.
• Scope – ADR (mediation, arbitration, conciliation), legal case development, litigation support, expert witness assistance, court reporting, transcription, CART, translation/interpretation, remote video deposition support, and training for VA attorneys and staff.
• Ordering – Individual orders issued under the BPA; each order defines its own period of performance (up to 12 months) and pricing (FFP or LH).
• Geography – Nationwide coverage; contractors must be able to perform work at VA facilities, contractor sites, or virtually.
• Duration – Base BPA term 12 months with up to four 12‑month options; each order may extend up to an additional 12 months.
