State Licensed and Nationally Accredited Secure Care and Heightened Supervision Facility (HSF) Beds for the Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR), Unaccompanied Alien Children Bureau (UACB)

The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) requires contractor services to provide secure care and heightened supervision facility (HSF) care for unaccompanied alien children (UAC) in the care and custody of ORR who meet the respective criteria for each level of placement. The contractor shall operate state-licensed, nationally accredited HSF and secure care programs and ensure timely admissions into humane, secure environments. The contractor shall provide comprehensive services, including residential care, supervision, clothing, food, individual and group counseling, medical/mental health care, case management, English Language Training, recreation, vocational education, acculturation, and access to religious services. • The contractor shall establish specialized residential care capacity for 100 HSF and 150 secure care beds for UAC ages 13-17. • The contractor shall ensure availability of beds by increment defined in the contract. • The contractor shall maintain compliance with all governing legislation and policies for serving UAC in each respective level of care. • The contractor shall provide services that respect and support the cultural identity of UAC. • The contractor shall provide a written admissions and orientation plan to the COR within 10 business days after award. • The contractor shall develop and utilize a standardized admissions and orientation plan designed to help UAC transition and adjust to their new setting.
