Description

The Federal Law Enforcement Training Center (FLETC) in Artesia, NM is seeking qualified firms to upfit and integrate equipment on a fleet of 25 2025 Ford Police Interceptor Utility hybrid SUVs. The work includes installing power‑management timers, independent fuse blocks, wiring, emergency lighting, communications gear, interior consoles, and related hardware while preserving OEM wiring and safety systems. All work must be performed at a contractor‑controlled facility within a 40‑mile radius of the FLETC campus, and a pilot vehicle must be completed and approved before the remaining vehicles are processed. The contractor will provide all labor, tools, secure workspace, and incidental materials; FLETC will supply primary emergency equipment. The contractor assumes full liability for the vehicles while in its possession and must provide a one‑year warranty on labor and incidental parts. • Upfit 25 Ford Police Interceptor Utility hybrid SUVs (2025 model) • Install automated power‑management timer, independent fuse block, and OEM‑compliant wiring • Integrate exterior lighting (LED lightheads, lightbars) and interior equipment (console, siren, radio) • Perform work at a secure facility within 40 mi of Artesia, NM; pilot vehicle inspection required before full rollout • Contractor furnishes all incidental hardware, tools, and protective materials; FLETC provides primary emergency gear • Liability coverage required; one‑year warranty on labor and parts

Budget estimate

$800,000 – $1,300,000

The contract will cover labor, specialized tools, incidental hardware, wiring, sealants, and a one‑year warranty for 25 police SUVs. Assuming an average labor rate of $150‑$200 per hour, roughly 200 hours per vehicle for installation, plus $5,000–$10,000 in materials per vehicle, the total cost per vehicle could range from $35,000 to $50,000. Multiplying by 25 vehicles yields an estimated contract value between $875,000 and $1,250,000. Geographic logistics (facility within 40 mi) and the requirement for a pilot‑vehicle inspection may add modest overhead, so a reasonable overall budget range is roughly $800 k to $1.3 M.
