Description

The Housing Authority of the City of Pittsburgh seeks a qualified consultant to develop a full suite of emergency‑management and cybersecurity planning documents for its public‑housing portfolio. The effort includes creating 27 distinct plans—ranging from an Emergency Operations Plan to a Cybersecurity Incident‑Response Plan—each tailored to the Authority’s 2,500 units, 16 housing developments, and supporting administrative facilities. The contractor must conduct stakeholder interviews, on‑site facility walkthroughs, integrate HUD, state, and city emergency‑management requirements, and deliver both electronic and hard‑copy final documents. • Develop a master Emergency Operations Plan and Continuity of Operations Plan that embed cyber‑resilience considerations. • Produce site‑specific annexes for each housing development, including evacuation maps and functional‑needs planning. • Provide a comprehensive cybersecurity and IT disaster‑recovery plan aligned with NIST and HUD security standards. • Manage the project through monthly progress reports, draft revisions, and final delivery of three hard copies of each plan. • Meet mandatory equity requirements (MBE/WBE participation, Section 3 labor‑hour goals) and comply with insurance, Buy‑America, and de‑barment certifications.

Budget estimate

$300,000 – $800,000

The solicitation does not disclose a budget ceiling. Similar multi‑plan emergency‑management contracts for municipal housing authorities typically range from $300,000 to $800,000, depending on the depth of analysis, number of site visits, and the inclusion of detailed cybersecurity runbooks. The estimate assumes a senior consultant rate of $150–$250 per hour, roughly 2,000–3,500 total billable hours over a 12‑month period, plus expenses for travel, printing hard copies, and subcontractor support for MBE/WBE participation.
