Biomedical Research Application Evaluation and Support (BRAES)

This RFP seeks a contractor to provide comprehensive support for the Congressionally Directed Medical Research Programs (CDMRP) through the Biomedical Research Application Portal (eBRAP). The work includes setting up funding opportunity announcements, overseeing receipt and processing of research applications, performing compliance reviews, and managing scientific merit peer review via a secure contractor‑operated web system. The effort will be structured as a Multiple Award IDIQ contract, with a single‑vendor task order for portal functions and multiple‑vendor task orders for peer‑review services. • Set‑up and maintain CDMRP funding opportunity announcements within eBRAP. • Oversee electronic receipt, processing, and compliance review of intramural and extramural research applications. • Provide scientific merit peer‑review services, including operation of a secure web‑based system for peer review (SAM). • Support multiple task orders under a MA‑IDIQ framework, enabling future competition among awardees for peer‑review work. • Deliver performance‑based, non‑commercial, non‑personal services to the Defense Health Agency.
