Request for Proposals - Enterprise Resource Planning (ERP) System

The Delaware River Joint Toll Bridge Commission seeks a qualified vendor to provide a cloud‑based Enterprise Resource Planning (ERP) system that will replace multiple fragmented legacy applications across the agency. The award will include licensing, implementation, data migration, integration with existing services, and ongoing support. The solution must cover core functional areas such as finance, payroll, engineering, procurement, fleet, security, contract compliance, insurance, training, IT, and an external collaboration portal for vendors. • Provide SaaS ERP licensing and subscription model • Implement and configure modules for accounting, payroll, engineering projects, procurement, fleet management, and security • Migrate data from Tyler Munis, Excel spreadsheets, and departmental databases • Deliver training, change‑management, and ongoing technical support • Ensure integration with existing IT infrastructure and vendor self‑service portal
