The Shelby County Sheriff’s Office is seeking a qualified provider to deliver 24‑7/365 secure prisoner transportation services, including ground (and optionally air) movements, staffing, vehicle/aircraft compliance, and incident reporting. The contract is a one‑year base term beginning July 1 2026 with two possible one‑year extensions, and vendors must meet stringent licensing, insurance, and experience requirements. • Provide secure ground (and optional air) transport of detainees to/from county facilities, courts, medical centers, etc., operating continuously year‑round. • Staff each vehicle/aircraft with a minimum of two officers (including a qualified female officer for female detainees); all staff must be firearms‑licensed and trained. • Maintain all required certifications (state licenses, ICC common‑carrier authority, insurance limits, E‑Verify, Drug‑Free Workplace affidavit, Title VI compliance) and submit a detailed scorecard and supporting documentation. • Respond to emergencies, weather delays, and restricted transports with appropriate food, lodging, and notifications; submit incident reports as required. • Offer a competitive, itemized cost proposal (price must remain firm for 90 days) and indicate LOSB status or teaming arrangements if applicable.
